Jay McGavren on Thor:

Thor is a Ruby gem that aids in the creation of command line utilities and code generation. It's also the basis of Rails generators. We'll start with an overview of what Thor can do, and why you might want to use it. We'll move on to creation of a basic Thor task, customizing its parameters, and invoking some of the base actions for creating and altering files. We'll wrap up with a look at how these concepts apply to creating a Rails generator.
